A standard window fails inward. Once the envelope is open the building pressurises from the inside, and internal overpressure is what lifts roofs. The glass is not the loss.

The large-missile protocol fires a nine-pound two-by-four at fifty feet per second. A standard unit is penetrated. An impact unit cracks and keeps the opening closed — which is the whole test.
How it is tested →The interlayer is the product
Two tempered lites bonded to a PVB or SGP laminated interlayer. The glass is expected to crack. What it is not allowed to do is leave the frame.

Structural adhesive ties the interlayer into a reinforced frame. That bond is the difference between a cracked window and an open hole, and it is the detail an inspector looks for.
